Abstract - focus on hooligans

'Focus on Hooligans' comprises a report of a pilot study carried out in three regional police corps into possibilities to apply the ‘shortlist method’ now being used by all police corps to define groups of problem youngsters, to (groups of) football hooligans. For this purpose, the approach as developed in and by the Gelderland-Midden district police corps in relation to the ‘risk supporters’ of Vitesse, was 'rolled out' in Rotterdam-Rijnmond (Feijenoord), Brabant Zuid-Oost (PSV) and IJsselland (Go Ahead). Significant preconditions for successful application and (possible) results were studied.
The most significant result of this method is the improved knowledge and information position of the police and relevant partners, based on which a joint, perpetrator (group) -oriented approach can be formulated whose key concepts are tailor-made work and early intervention. Experiences in the Gelderland-Midden district, where this method has been used for some time, show that such an approach can be effective in several ways and can also ultimately result in decreased police effort. The report also zooms in on promising new, pro-active intervention strategies that could be ranked as preventative, as well as the danger of counter strategies and the way in which these may be combated. The results of the pilot study have been outlined in a practical manual in the shape of a step-by-step plan for the introduction of the method, describing the main preconditions for this introduction and how these should be realised. By now, the second edition of the report has been published (2007).
